Gente, para el que le sirva en algún futuro, encontré en otro foro que la tabla TVARV no se utiliza en la versión 6.0:

To create the entries Go to the table and go to the Menu Path ----> Utilities---->Table Contents---->Create Entries (Where you can create you own entries (Else you can create the entries through Table Maiantainence as well)
If it is the Dialog Program then in the POV (PROCESS ON VALUE-REQUEST) of that table control field you need assign the values using the FM "F4IF_FIELD_VALUE_REQUEST".
If you are in ECC 6.0 you can use the table TVARVC...
